Hjalmar Petersen was born on January 2, 1890, in Eskildstrup, Denmark, near Svendborg. He migrated to Chicago, Illinois, with his parents, Lauritz and Anna Petersen, in 1891. He was naturalized through his father's papers. Petersen spent his childhood on a farm in Lincoln County, Minnesota, and in the village of Tyler. These registers were kept under the RRWC's regulatory responsibilities for stockyard rates (1919-1922; see Laws 1919 c461) and for licensing of livestock buyers (1935-1967; see Laws 1935 c216). In 1967 the RRWC was replaced by the Public Service Department (Laws 1967 c864), and in 1974 the livestock regulatory functions were transferred to the Department of Agriculture (Laws 1974 c347).
